The PA is a statutory board established on 1 July 1960, a time when Singapore faced many social, economic and political problems. The PA set up CCs to cultivate racial harmony and social cohesion where Singaporeans of different racial, language, income and age groups participated in a wide range of educational, cultural, social, sports and recreational activities.
Today, the PA has a wide network of CCs and GROs, such as the Citizens Consultative Committees, Residents Committees, Neighbourhood Committees, Civil Defence Executive Committees, T-Net Clubs, Water-Venture and Constituency Sports Clubs which promote community bonding, racial harmony and social cohesion.
The Community Development Councils (CDCs), set up in March 1997 by Prime Minister Goh Chok Tong, are tasked with the responsibility of looking after its own district community. The CDCs manage community programmes and provide social assistance services.

Marine Parade Community Building

The MarineParadeCommunityBuilding, situated at 278 Marine Parade Road, with its unique and artistic design is a prominent landmark in Marine Parade.
The 3-in-1 building houses the CC, the Community Library, The Necessary Stage; and is a hub of community activities, cultural pursuits and knowledge nourishment.
The 3-storey high MarineParadeCommunityBuilding at the junction of Marine Parade Road and Still Road South, greets residents with its friendly mural entitled "Texturefulness of Life", by Mr Surachai Yeamsiri of Thailand. It is an artwork that won the design competition held in 1998 by the Marine Parade Community Club Management Committee (CCMC).
The Marine Parade extended its facilities in 2006 with a Dream Kitchen @ Marine Parade, to attract more residents to participate in cooking classes; as well the Heritage @ Marine Parade, to capture Marine Parade's 30 Years of rich history.
The Grassroots Heritage Centre
The Grassroots Heritage Centre (GHC) is set up by the National Community Leadership Institute (NACLI) as part of the Peoples Association (PA) long-term National Education efforts for its staff and grassroots leaders.

It aims to educate visitors on how the PA's grassroots organisations (GROs) have evolved since their set-up in the 1960s, in promoting racial harmony and social cohesion for the community.
The GHC chronicles the history of the GROs through a rich array of grassroots artefacts, historical accounts, pictures, audio reels and exhibits. The centre also features a mock-up of a 1960s Community Centre.
